{"id":31444,"date":"2026-01-26T15:20:14","date_gmt":"2026-01-26T20:20:14","guid":{"rendered":"https:\/\/www.cisss-at.gouv.qc.ca\/?page_id=31444"},"modified":"2026-04-02T08:27:00","modified_gmt":"2026-04-02T12:27:00","slug":"access-to-medical-services-in-ontario","status":"publish","type":"page","link":"https:\/\/www.cisss-at.gouv.qc.ca\/en\/access-to-medical-services-in-ontario\/","title":{"rendered":"Access to medical services in Ontario"},"content":{"rendered":"<p>The Centre int\u00e9gr\u00e9 de sant\u00e9 et de services sociaux (CISSS) de l\u2019Abitibi-T\u00e9miscamingue received, on January 22, 2026, the guidelines from the Quebec Ministry of Health and Social Services (MSSS) providing clarifications on the transitional modality that's deployed with the objective of facilitating access to health services in Ontario for citizens of southern T\u00e9miscamingue.<\/p>\n<p>This arrangement stipulates that citizens with a residential address in the communities of T\u00e9miscaming, Kipawa and Kebaowek who wish to take advantage of health services in Ontario must inform the CISSS de l\u2019Abitibi-T\u00e9miscamingue, which will help to document the situation.<\/p>\n<p>This temporary arrangement is effective since January 27, 2026. Given that this arrangement is not in accordance with current interprovincial agreements, the Ministry has confirmed that a working committee is established, including local stakeholders, to develop a sustainable solution that takes into account the needs of the population, the capacity of the CISSS de l\u2019Abitibi-T\u00e9miscamingue to provide services, and the applicable legal framework. It is possible for a doctor in Ontario to discontinue providing medical care to a Quebec resident. A Quebec resident insured with RAMQ can submit a claim to RAMQ for medical services received in Ontario.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314523\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314523\" aria-controls=\"collapse314523\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> If I am not eligible for the temporary measure, can I consult a doctor in Ontario and receive diagnostic tests in Ontario?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314523\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314523\"> <div class=\"ea-body\"><p>The Canada Health Act stipulates that urgent health services are always available to Canadian citizens, regardless of their province of residence; this is a legal obligation for each province. You may subsequently receive a bill for medical fees. However, all hospital costs are covered by the Ontario facility providing your services, which will then be reimbursed directly by the RAMQ (Quebec Health Insurance Plan). This includes hospitalization costs.<\/p><p>For elective (non-urgent) services, the doctor alone decides whether to provide care or medical services to a Quebec resident. When the doctor agrees to provide medical services, they may bill you directly or claim reimbursement from RAMQ. If you pay part or all of the fees directly, you can then submit a reimbursement claim to RAMQ. There may be a difference between the amount claimed and the amount reimbursed by RAMQ. This difference could be covered by private insurance.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314524\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314524\" aria-controls=\"collapse314524\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> What alternatives exist to avoid additional costs if I am not eligible for this measure or if my doctor does not wish to benefit from the support of the CISSS de l\u2019Abitibi-T\u00e9miscamingue for the billing of his professional fees?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314524\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314524\"> <div class=\"ea-body\"><ul><li>Check with your treating doctor in Ontario if they agree to have their billing sent directly to RAMQ by completing the professional fees claim form for services provided to citizens outside the province;<\/li><li>If your treating doctor decides to bill you directly for their fees, you can check with your private insurance coverage to see if the difference in fees for medical services received is covered;<\/li><li>Your treating doctor in Ontario can also, at their discretion, adjust their fees to what RAMQ will reimburse you;<\/li><li>Consult a healthcare professional in Abitibi-T\u00e9miscamingue at the various facilities of the CISSS de l'Abitibi-T\u00e9miscamingue. The College of Doctors and Surgeons of Ontario sets out the procedures for ending a patient relationship. These procedures stipulate that a doctor must explain the termination of care to the patient and the reasons for it, ensure any necessary follow-up if tests are pending, and address any urgent needs while awaiting care from another doctor. Furthermore, the doctor must make the relevant medical records available to facilitate the continuation of care by another doctor.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314526\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314526\" aria-controls=\"collapse314526\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> What if I have to travel for a service?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314526\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314526\"> <div class=\"ea-body\"><p>Specialized medical services are available throughout the Abitibi-T\u00e9miscamingue region. Having to travel to a facility within the region to receive medical care can be a challenge for some residents.<\/p><p>A financial assistance program is available to users of the Abitibi-T\u00e9miscamingue health and social services network who must travel outside the region, at the request of their doctor, to receive health and social services not available in Abitibi-T\u00e9miscamingue. Certain trips within the region to access health services are also covered by the financial assistance program.<\/p><p>The <a href=\"https:\/\/www.cisss-at.gouv.qc.ca\/en\/financial-assistance-passenger-transportation\/\">User Travel Policy <\/a><a href=\"https:\/\/www.cisss-at.gouv.qc.ca\/aide-financiere-pour-le-transport-des-usagers\/\">stems <\/a>from the Quebec Health and Social Services Network's User Travel Policy. It offers financial assistance to individuals, but does not cover all travel and accommodation expenses. The Centre int\u00e9gr\u00e9 de sant\u00e9 et de services sociaux (CISSS) de l\u2019Abitibi-T\u00e9miscamingue implements the ministerial directive as <a href=\"https:\/\/g26.pub.msss.rtss.qc.ca\/Formulaires\/Circulaire\/ConsCirculaire.aspx?enc=N4UePR+s0Do=\">the Quebec Health and Social Services Network's User Travel Policy, <\/a>in accordance with the <a href=\"https:\/\/www.cisss-at.gouv.qc.ca\/partage\/AIDE-FINANCIERE\/DSPEUPC-190_096-03_PRO_Deplacement_usagers_decoulant_politique_RSSS.pdf\">User Travel Procedure derived from the Health and Social Services Network Policy <\/a>. It should be noted that individuals who choose to receive services in Ontario are not eligible for the User Travel Policy.<\/p><p>Also, the CISSS de l\u2019Abitibi-T\u00e9miscamingue is committed to continuing the deployment of telehealth services in order to limit the travel required to receive a service.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314527\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314527\" aria-controls=\"collapse314527\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> Who decides on agreements between Quebec and Ontario or other provinces?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314527\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314527\"> <div class=\"ea-body\"><p>Reciprocal remuneration agreements between Canadian provinces regarding medical services are the responsibility of the provincial governments. Quebec has not signed any such agreements concerning the remuneration of medical services. The CISSS de l'Abitibi-T\u00e9miscamingue does not have the authority or jurisdiction to conclude such agreements regarding doctor billing and remuneration.<\/p><p>Quebec has joined health insurance agreements concerning hospital services, ensuring coverage of hospital services offered in another province for Quebec citizens without these citizens having to assume costs.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314528\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314528\" aria-controls=\"collapse314528\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> Is it mandatory to present the Ontario doctor with a printed copy of the letter confirming eligibility for the transitional arrangement in order for that doctor to receive support for managing their professional fees and compensation for the fee gap?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314528\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314528\"> <div class=\"ea-body\"><p>The doctor or clinic consulted in Ontario will be able to confirm whether the digital version that was emailed to you is suitable or ask you for a printed version of the letter received.<\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-314529\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse314529\" aria-controls=\"collapse314529\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> Will the CISSS de l\u2019Abitibi-T\u00e9miscamingue take steps to encourage doctors in Ontario to offer medical services to citizens in the southern sector of T\u00e9miscamingue?<\/a><\/h3><div class=\"sp-collapse spcollapse spcollapse\" id=\"collapse314529\" data-parent=\"#sp-ea-31452\" role=\"region\" aria-labelledby=\"ea-header-314529\"> <div class=\"ea-body\"><p>Several factors can influence a doctor's decision in Ontario to accept or decline to provide medical services to Quebec residents, including the salary gap between Quebec and Ontario, the ability to provide services in a context of limited medical staff, and the challenges encountered when information from residents' medical records must be exchanged between clinical teams in Quebec and Ontario when residents receive health services in both regions. The transitional arrangement put in place provides a temporary solution to the salary gap issue.<\/p><p>Every citizen wishing to access medical services in Ontario and eligible for the transitional arrangement receives a personalized official document confirming their eligibility for this arrangement, designed to facilitate access to medical services in Ontario. This document can be presented to the doctor in Ontario from whom medical services are requested. Each doctor concerned is thus informed of the CISSS de l'Abitibi-T\u00e9miscamingue's offer of support in managing claims for professional fees for medical services rendered and in compensating for the difference in rates between those in Quebec and Ontario. Individualized management is prioritized to ensure personalized communication with doctors in Ontario.<\/p><p>Furthermore, several doctors in Ontario provide medical services to Quebec residents living in the southern part of T\u00e9miscamingue, other areas of Abitibi-T\u00e9miscamingue, or other regions of Quebec bordering Ontario. Various billing practices are possible. The doctor can claim their professional fees directly from the R\u00e9gie de l'assurance maladie du Qu\u00e9bec (RAMQ), bill the resident in whole or in part, or adjust their fees for Quebec residents.
