Changes to the Law

The amendments provided to the regulations regarding the protection of personal identity for individuals born in Québec who were adopted and that of their biological parents came into effect on June 16th, 2018. For more information, visit Québec.ca/info-adoption.

For international or provincial adoption, you will find the form Refusal to disclose the identity of a biological parent, as well as information on the applicable provisions on the Secrétariat à l’adoption internationale website.

Connecting an adopted or non-adopted child with their biological parents can occur when the parties involved agree without interference. If one or other of the parties does not show, the child and youth protection services centre of Abitibi-Témiscamingue is obligated to attempt to identify and locate the person sought based on the identification information contained in the adoption file. This person sought will be informed of the request and of their freedom to choose to be identified or not, and to make contact with the applicant making the request, either the parent or the child.

During this reunion process, the child and youth protection services centre offers psychosocial counseling to those involved, in the preparation and realization of the reunion, if it occurs. This process does not involve any financial contribution.
